WIB's Step Up Program Promotes Job Creation

The Step Up (Subsidized Training and Employment Program) program is designed to promote job creation and worker opportunity for Connecticut's small businesses and unemployed workers. It is a partnership between the CT Department of Labor and the Workforce Investment Board (WIB) system.

The Small Manufacturer Training Grant program, a component of Step Up, is specifically for manufacturers with less than 50 workers. The Subsidized Training and Employment program is open to any type of employer with less than 50 employees. At this time, retailers are excluded. Residency and household income eligibility requirements apply to job seekers for the Subsidized Training and Employment Program. For the manufacturing program, job seekers need only be unemployed.

Step Up works though wage subsidies. Subsidies are capped at an hourly wage of up to $20 an hour excluding fringe benefits, based on actual wages, over a 6 month scale. After the 6-month subsidized period, you as the employer are asked to make all good faith efforts to retain the worker as a full-time employee.

Potential employees may be identified by you the Employer, or the WIB/CT Works may provide references of qualified individuals. Please provide job descriptions for open positions so we may assist in the search. New employees who begin work before an executed Step Up contract are not eligible.

CT. Department of Labor will conduct a check of all Step Up companies for UI tax requirements, and that there are no outstanding wage or workplace violations. You will be asked to supply your state UI Tax ID number and your Employer IRS ID (FEIN) number.

Applying for Step Up does not preclude you from also applying to the Department of Economic and Community Development (DECD) for its Job Expansion Tax Credit (JET) program. See this link for more information on JET.
