City Manager and local author, Roger L. Kemp will ...

City Manager and local author, Roger L. Kemp will have another book published in January. The book, "How American Governments Work," explains in detail the various levels of government, from federal to local. Kemp sees the publication lining the shelves of libraries, and envisions his readers as students, immigrants, and newly elected officials, along with anyone else that would like a straightforward explanation of how government works. Kemp saw the need for such a publication when he was looking through the stacks at Yale. He could not find any materials that explained the levels of government as the U.S. entered the 21st century at the libraries at Yale, Wesleyan, or at the web site of the Library of Congress. Kemp has had eight books published by McFarland & Company Inc., based out of North Carolina, but has written and edited countless publications. He is continuing his hobby, working on a book of model charters for local, state and national governments, hoping it will help developing nations try to build their governments. Hartford City Manager Lee C. Erdmann described Kemp as one of the few municipal executives in Connecticut that writes and edits books on government. Mayor Mark D. Benigni said, "I think it is a great benefit. I think it shows we have a knowledgeable city manager who is involved."
